Starting in the fifties, when the USSR got ahold of the plans for atomic weapons, and developed their own bombs, the fear of world domination and all out war with them developed into the Cold War. The Soviet strategy for nuclear war was much different than ours. For a first strike the general plan would be to send in submarine launched missiles. With a flight time of about 20 minutes to their farthest targets they could take out command and control, sub bases (where at any given time a large percentage of our missle boats are in port), SAC bases (and airports where bombers and tankers may have been dispersed ), and air bursts over our own missile fields.
The air bursts would keep our own missiles from being launched while their own "silo busters" would come chugging over the North Pole from their land based ICBM's and dig up our missile fields.
