Am 27.2.2001, also über ein halbes Jahr vor 9/11 sagt der amerikanische Präsident:

"Our nation also needs a clear strategy to confront the threats of the 21st century -- threats that are more widespread and less certain. They range from terrorists who threaten with bombs to tyrants in rogue nations intent upon developing weapons of mass destruction. To protect our own people, our allies and friends, we must develop and we must deploy effective missile defenses. "

Das zeigt erst mal lediglich, dass GWB ausnahmsweise mal den richtigen Riecher hatte, was das nächste Thema sein wird. Das Thema wurde von Hollywood auch schon behandelt, Ausnahmezustand mit Bruce Willis als machthungriger US-General und Denzel Washingtion als verfassungstreuer FBI-Agent. Es war jetzt also kein ganz neues Thema, nachdem es in den 90ern auch schon einige Terroranschläge gab.
