Abgesehen von einer Kontrolle des Internet ist im Propagandakrieg vor allem auch die Manipulation des Gegners wie auch die Manipulation der neutralen Mehrheit wesentlich. Und gerade hier werden auch von Militärs zunehmend Lücken erkannt, eine mangelnde Balance zwischen dem Töten von Terroristen und der Manipulierung derselben wie der in den jeweiligen Ländern ansässigen Bevölkerung:
