The ROCA is believed to have converted some of its inventory of Hercules SAMs into simplified short-range ballistic missiles. The radar guidance unit was replaced with a simplified inertial guidance system, while the warhead size remained unchanged. The performance of initial tests may not have been satisfactory.

The Ching Feng tactical ballistic missile first appeared in the annual national parade in the mid-1980s. The existence of the missile, together with a rumored nuclear development program, caused an international controversy and strong US opposition. The Ching Feng missile is similar to the U.S. Lance short-range ballistic missile. It is estimated to have a reaction-to-launch time of 30 minutes. No launch system was ever publicly shown for the missile, and the program is believed to be subsequently canceled.
