From the above list, Rafale is the only aircraft that can passively lock-on to BVR targets (other aircraft use their optic systems in BVR engagements in a Lock-On-After-Launch (LOAL) modes).
Compared to the EF, the Rafale has A/G capabilities and weapons, an already installed PESA radar, conformal fuel tanks, and helmet targetting system. Obviously some future "tranche" of the EF might introduce these features, but who knows WHEN and for HOW MUCH.
