The Horizon contract in October 2000 calls for the delivery of four anit-air frigates to the French and Italian navies at a cots of 2.8 billions of euros.

A separate contract provides for outfitting all four vessels with PAAMS air defence systems. A franco-Italian entity, Horizon SAS is the prime contractor for the Horizon contract proper. Armaris, the commercial joint venture set up by DCN and Thales Naval France, has 50% interest in Horizon SAS.
TNF will also participate through work awarded to EUROSYSNAV, a joint venture by Armaris and Finmeccanica. Horizon SAS has appointed EUROSYSNAV as prime contractor for the Horizon combat system. Work sharing between DCN and TNF will be in line with the provisions of a forthcoming DCN/TNF partnership with regard to combat system contracts negociated by Armaris.
The principal anti-air missile system (PAAMS) developed for the French, Italian and UK navies is a cornerstone of the overall design. Early summer 2003, TNF announced the successdul qualification of the combat management system (CMS) for the Horizon frigates, based on the new CORBA standards now being developed by the Thales group. This architecture will simplify future enhancements by improving software upgradeability and portability.
According to Marie Rangdet, head of TNF's Combat Systems Business Line, CMS qualification is a major milestone for Thales. The CMS architecture's performance requirements are dictated by the need to interface with applications developed by various companies contributing to the combat system, offer realtime capabilities comparable, for instance, with those of the Charles-de-Gaulle's CMS, and be compatible with combat system integration according to an accelerate schedule.
