The People's Liberation Army (PLA) is becoming a more professional and purely military force, but is struggling to work out new, more appropriate doctrine for China's changed situation.

It has been acquiring effective new equipment; improving the education of its manpower at all levels; expanding the non-commissioned officer (NCO) corps; and heading towards an all volunteer force. It has already hived off its internal security role to the People's Armed Police, abandoned its business interests, and is now concentrating on reforming its bloated political department into a more standard personnel department, as well as contracting out some services to the private sector. In short, it is becoming a modern military organisation.
