When a former California governor telephoned Margaret Thatcher after the election victory that brought her to power in May 1979, he was not put through. Civil servants judged that, although Ronald Reagan was the first foreign politician to attempt to congratulate Britain's new Prime Minister, he was not sufficiently important.
For three days he persisted until, finally, he was permitted to speak to Mrs Thatcher, now Baroness Thatcher. He received a warm reception and, fortunately, for Britain, he was not put out by being made to wait.
