Das Beschaffungsprogramm für 126 Kampfflugzeuge, bei dem Dassaults Rafale das Rennen gemacht hat, ist nun offiziell endgültig gestrichen. Über einen separaten Kauf von 36 Rafale, die direkt aus Frankreich gekauft werden sollen, wird noch verhandelt.

Das war zu erwarten, nachdem Dassault nicht die Verantwortung für indisch produzierte Mängel übernehmen wollte.
Ich nehme an, dass jetzt sukzessive mit Käufen begonnen wird, das know how für Wartung nach Indien geht - und evtl. bei größeren Bestellungen eine Endmontagelinie kommt.
Und ob es indische Zulieferer gibt, wird nicht von Anfang an sondern jeweils dann entschieden, wenn sich Bewerber entsprechend qualifiziert haben.

President Francois Hollande of France, who arrives in Delhi on Monday, has talked up the sale of 36 Rafales to India for an estimated $9 billion (Rs 60,000 crore).

Yet the FGFA remains alive. Last month Indian and Russian negotiators achieved a major breakthrough, agreeing to develop the FGFA at a lowered cost of $4 billion (Rs 27,000 crore) in India. That would open the doors to building of 250 FGFAs to replace the Sukhoi-30MKI.

Since 2008, the project was estimated to cost India and Russia $5.5 billion (Rs 37,000 crore) each. Adding inflation, that would be $6 billion (Rs 40,500 crore) each.

Now negotiators from Hindustan Aeronautics Ltd and Sukhoi - the development agencies; have agreed to do this 40 per cent more cheaply, for $4 billion spread over seven years. In the first year after signing, each side would pay $1 billion (Rs 6,750 crore), and another $500 million (Rs 3,380 crore) in each of the following six years.

Sukhoi is already test-flying the FGFA's precursor, which Russia calls the PAK-FA (Perspektivny Aviatsionny Kompleks Frontovoy Aviatsii, or "Prospective Airborne Complex of Frontline Aviation"). The FGFA project involves improving the PAK-FA significantly to meet the IAF's specifications. The IAF wants some 50 improvements to the PAK-FA, including a 360-degree radar and more powerful engines.

The proposal for a $4 billion research and development contract (R&D contract) will now come before a defence ministry "cost negotiation committee", and then to the Defence Minister Manohar Parrikar.

The R&D Contract visualises a prototype fighter flying in India within three years. In total, 11 prototypes would be built - eight of these PAK-FAs for the Russian Air Force, and three FGFAs for India.

Each country has already spent $295 million (Rs 1483 crore) on a "preliminary design contract" (PDC), Parrikar told parliament on August 4, 2015. The PDC, which spelt out the fighter's detailed configuration, was completed in June 2013.

The R&D contract should have followed immediately, but the IAF came out against the FGFA. As Business Standard reported (January 21, 2014, "Russia can't deliver on Fifth Generation Fighter Aircraft: IAF") top air marshals alleged during a high-level ministry meeting in New Delhi that the FGFA would fall short of Indian expectations.

According to the details of that meeting, IAF objections to the FGFA were: (a) The Russians would not share critical design information with India; (b) The PAK-FA's engines are inadequate, being mere upgrades of the Sukhoi-30MKI's engines; and © Paying $6 billion to co-develop the FGFA would mean that "a large percentage of IAF's capital budget will be locked up."

On January 15, the IAF renewed its attack in a ministry meeting meant to review FGFA progress. It said the FGFA's engine was unreliable, radar was inadequate; stealth features were poor, India's work share being too low, and the price being too high. In a letter to the ministry, the IAF vice-chief raised 27 different objections to the FGFA.

Yet, in a baffling volte-face last year, the IAF proposed the PAK-FA be bought over-the-counter, rather than co-developing the FGFA. There was no official response to questions over why the IAF was willing to buy a fighter it had roundly criticised.

This resistance to the co-development also scuppered a Russian offer to co-develop a more powerful, fifth-generation engine for the FGFA. After roundly criticising the PAK-FA's AL-41F1 engines - upgraded versions of the Sukhoi-30MKI's AL-31FP engines, with 25 per cent more power - the IAF was ready to buy them in an over-the-counter sale.

The FGFA was once the IAF's future. Former defence minister AK Antony rebuffed the US-built fifth generation F-35 Joint Strike Fighter, saying India would have the FGFA. Indian planners viewed the FGFA as a launch pad for India's fifth generation fighter, the Advanced Medium Combat Aircraft (AMCA).

Now, with the Rafale's astronomical cost, a cheaper R&D Contract for a "Make in India" FGFA could turn the spotlight back in the Indo-Russian fighter.

Bisher hat das indische Verteidigungsministerium die Genehmigung zur Beschaffung von 15 LCHs (10 für IAF und 5 für Armee) erteilt.

Auch wenn inhaltlich deutlich wird, dass sich Indiens nukleare Schlagkraft mit der Kombination Su-30 MKI plus BrahMos um eine weitere Facette erweitert, so ist der zweitletzte Satz natürlich nichtsdestotrotz Blödsinn: Der Flugkörper erreicht nicht 3000 Kilometer pro Sekunde an Geschwindigkeit, sondern knapp Mach 3, d. h. also etwa 3000+ Kilometer pro Stunde - was natürlich immer noch schnell ist... In the proposal copies examined by India Today, it is mentioned that to acquire the additional MiG-29s from Russia, there will be modifications in the existing contract for MiG-29 upgrades.

This will be the second lot of 33 new aircraft to be acquired by the Air Force after the contract was signed in 2016 for 36 Rafale aircraft. The Indian Air Force has also proposed that the government purchase the entire lot of equipment associated with the fighter planes in an apparent bid to prevent the issue of spares in the future.

Um in Indien Geschäfte zu machen, muss man geduldig sein. Sogar viel Geduld… Wie das Projekt der indischen Luftwaffe [IAF] beweist, die 2012 ihre Absicht ankündigte, 56 neue Transportflugzeuge zu beschaffen, um ihre Hawker Siddeley HS 748 zu ersetzen, die dann außer Atem war .

Dann, im Mai 2015, gab das indische Verteidigungsministerium bekannt, dass seine Wahl auf den von Airbus vorgeschlagenen C-295MW fallen würde. Im Detail hatte der europäische Industrielle zusammen mit dem indischen Konzern Tata Advanced Systems ein Angebot im Wert von geschätzten 1,6 Milliarden Euro vorgelegt.
2019 hieß es dann, die Vertragsverhandlungen seien abgeschlossen. Und seitdem nichts ... Bis 8. September.
Tatsächlich gab das indische Sicherheitskabinett [CCS] laut der lokalen Presse grünes Licht für den Erwerb von 56 C-295MW für einen geschätzten Betrag von 1,64 Milliarden Euro.
A priori hat diese Affäre Zeit gedauert, weil sichergestellt werden musste, dass dieses Programm im Rahmen der Initiative „Atmanirbhar Bharat“ durchgeführt werden kann, die ergänzend zur Politik „Make in India“ darauf abzielt, Indiens Abhängigkeit von ausländischen Lieferanten, insbesondere im militärischen Bereich.
So werden von den 56 bestellten C-295MW 16 von Airbus in Spanien montiert und innerhalb von 48 Monaten nach Vertragsunterzeichnung an die IAF geliefert. Darüber hinaus engagiert sich der europäische Konzern für den Aufbau eines Regionalzentrums in Indien für die Wartung indischer Flugzeuge.
Die vierzig anderen C-295MW werden in den nächsten zehn Jahren die Produktionslinien von Tata Advanced Systems verlassen. Damit sollen 600 direkte hochqualifizierte Arbeitsplätze sowie mehr als 3.000 indirekte Arbeitsplätze im indischen Luftfahrtsektor geschaffen werden.
Das Programm "wird die heimische Flugzeugproduktion steigern, was zu einer Verringerung der Importabhängigkeit und einer erwarteten Zunahme der Exporte führt", argumentierte das indische Verteidigungsministerium.
Zur Erinnerung, die C-295 wurde aus der C-235 entwickelt und hat ihren Erstflug im Jahr 1997 gemacht. Sie ist ein zweimotoriges Flugzeug, das in einer Höhe von 9.100 Metern und einer Reisegeschwindigkeit von mindestens 7 Tonnen Fracht transportieren kann 480km/h. Die 2013 vorgestellte C-295W-Version verfügt über zwei PW127G-Turboprop-Triebwerke von Pratt & Whitney. Es ist leistungsfähiger [und sparsamer] als die vorherigen.

Im Einklang mit dem Vorstoß der Regierung Narendra Modi zur Förderung des "Make in India" hat das Verteidigungsministerium am Freitag beschlossen, die Ausschreibungen für den Kauf von Boden-Luft-Raketen kurzer Reichweite und 14 Hubschraubern zurückzuziehen.

Die Sitzung erlaubte den Streitkräften jedoch, ein Geschäft über den Kauf von Luft-Boden-Raketen aus Frankreich und die Überholung russischer Hubschrauber fortzusetzen, so Regierungsquellen gegenüber ANI.

Das Verteidigungsministerium hat mit der Überprüfung von Importgeschäften im Rahmen der Buy-Global-Kategorie begonnen, die vollständig von ausländischen Anbietern erworben werden.

Das Verteidigungsministerium hat eine Reihe von Geschäften auf die Schließungs- und Aufschiebungsliste gesetzt, und das Ministerium erörtert, ob sie zugunsten indischer Anbieter oder Entwickler geschlossen werden können.

Auf den Listen für den Ausschluss und die Zurückstellung stehen Geschäfte wie das Luftabwehrsystem mit sehr kurzer Reichweite, gezogene Artilleriegeschütze, vertikal gestartete Boden-Luft-Raketen, schiffsgestützte unbemannte Luftfahrtsysteme, zusätzliche P-8I-Überwachungsflugzeuge sowie das Kampfflugzeug MiG-29.

Auf der Liste stehen auch Geschäfte im Rahmen der Foreign Military Sales, wie z. B. Allzweck-Maschinengewehre, und auch ein Raketengeschäft wird geprüft.

Das milliardenschwere Kamov-226-Hubschraubergeschäft mit Russland wurde ebenfalls auf die Liste gesetzt. Die schiffsgestützten Kamov-31-Hubschrauber und die Anti-Schiffs-Raketen der Klub-Klasse stehen ebenfalls auf der Liste. Eine Reihe von geheimen Projekten steht ebenfalls auf der Liste, die zur Diskussion gestellt werden sollen.

Die Initiative kam nach einem Treffen von Premierminister Modi mit Beamten des Verteidigungsministeriums, darunter der damalige Generalstabschef Bipin Rawat, bei dem man zu dem Schluss kam, dass strenge Maßnahmen ergriffen werden müssten, um sicherzustellen, dass sich das Land im Verteidigungssektor konsequent in Richtung Aatmanirbhar Bharat bewegt.

Der Premierminister hat sich persönlich ein Bild von den Fortschritten der "Make in India"-Initiative im Verteidigungssektor gemacht und von Zeit zu Zeit Beamte der beiden Streitkräfte und des Verteidigungsministeriums gebeten, dafür zu sorgen, dass weitere Schritte zur Förderung von "Make in India" im Verteidigungssektor unternommen werden.
