Eine echte Überraschung war ein zweites Projekt, das wohl auch deutlich weiter in die Zukunft reichen wird als der Fregattenneubau. Um Indiens „Abschreckungsfähigkeit zu erhöhen und operative Möglichkeiten in strategischen Seegebieten vom Persischen Golf bis zur Straße von Malakka zu erweitern“, sollen sechs nuklear angetriebene Angriffs-U-Boote (SSN) beschafft werden. Der Gesamtumfang des Vorhabens soll bei bis zu 14 Mrd. Euro liegen. Eine Projektbezeichnung gibt es noch nicht, und das Vorhaben befindet sich mit der nun geplanten Erarbeitung taktischer-/technischer Grundforderungen noch in seinem ersten Stadium, noch vor der Designentwicklung. Derzeit ist nur von der Eigenentwicklung getaucht etwa 6.000 ts verdrängender und bei der U-Bootwerft in Visakhapatnam zu bauender U-Boote die Rede.

Experten sehen in dem Projekt eine „Überarbeitung“ des bereits 1999 gebilligten, dann aber immer wieder verschobenen 30-Jahre-Plans zur Erneuerung der U-Boot-Komponente. Dieser sah schon bis 2012 die Beschaffung von 12 neuen diesel-elektrisch angetriebenen U-Booten vor, denen bis 2030 weitere zwölf folgen sollten. In Umsetzung der ersten Phase wurden bisher allerdings lediglich sechs U-Boote SCORPENE bestellt - von denen das erste mit jahrelanger Verspätung erst 2016 zulaufen soll; für die mit Projekt 75i geplanten weiteren sechs U-Boote gibt es noch nicht einmal eine Ausschreibung. Nun will man der Realität folgend die Planung anpassen, bleibt zwar bei insgesamt 24 neuen U-Booten, aber sechs davon sollen nun einen Nuklearantrieb erhalten.
nach der Entwicklung der SSBNs war die Beschaffung von SSNs als logischer nächster Schritt zu erwarten. Der Zeitpunkt - nun, die Arihant scheint mit ihrem Reaktor halbwegs zur Zufriedenheit der Navy zu arbeiten, damit hat man den frühsten Zeitpunkt, die ersten Erfahrungen mit der SSBN, gewählt. Und wenn man das übliche indische Tempo betrachtet, dann bleibt noch genug Zeit für Verbesserungen.
Im Übrigen:
bei der bekannten kurzen "Lebensdauer" der nuklearen Befüllung auf der Arihant (s.o.) sollten bei ähnlichem Reaktor (und etwas anderes haben die Inder wohl nicht) mindestens fünf bis sechs SSNs erforderlich sein, um mindestens ein SSN immer einsatzbereit zu haben.

The Indian Navy's Maritime Capability Perspective Plan unveiled in 2005 envisages a 160-ship navy with 90 capital ships such as frigates and destroyers. Besides seven P17A frigates for $7 billion (Rs.45,000 crore), the government has cleared projects for five fleet support ships, approved a third aircraft carrier and four landing platform dock ships that will project power in the Indian Ocean. Yet, it will be the six SSNs that will form the lynchpin of India's response to the Chinese navy.

The navy envisaged multiple roles for a future nuclear-powered attack submarine fleet: two SSNs each to escort each of the three Carrier Battle Groups, protect the "bastion areas", or bases of the Arihant-class SSBNs, and hunt enemy submarines in the Indian Ocean Region. In the event of a Chinese offensive in the Himalayas, the SSNs will form the backbone of a future Indian riposte. They will run interdiction missions at vital choke points and conduct operations in enemy waters.
