ASELSAN’s ASELFLIR-410 electro-optic system was spotted on one of the TUSAŞ’s T-70 utility helicopters in assembly line. The helicopter fitted with ASELSAN’s electro-optic was present in the Turkish Minister of Industry and Technology Mehmet Fatih Kacır’s visit to TUSAŞ. ASELSAN’s Helicopter Electronic Warfare System (HEWS) was also present on the helicopter. T-70 is a derivative of the Sikorsky S-70 Blackhawk, and Turkiye localises its components and production. In addition to TUSAŞ, other Turkish firms also participate in the production. For example, TEI produces a variant of the T700 turboshaft engine, T700-TEI-701D; ASELSAN produces avionics, sensors, and self-defence systems; and ALP Aviation produces the landing gear and transmission. So far, ASELFLIR-400/410 has been integrated into ROKETSAN’s Pedestal Mounted Missile system and the T129 ATAK attack helicopter. Integration of the non-laser designating variant, ASELFLIR-400, on AB-412 helicopters of the Turkish Coast Guard is also anticipated. ASELFLIR-410, weighing 57 kg, incorporates three types of cameras: HD Day Camera with 1920x1080 resolution, Thermal Camera with 1024x768 resolution, and SWIR Camera with 640x512 resolution. In addition to cameras, a laser rangefinder and designator are present in the system with a range of 30 km.

Turkiye Withdrew From the CFE
The decision was published in the Official Gazette. Turkiye withdrew from the CFE, signed in Paris in 1990 and signed by NATO and the Soviet Union, which imposed restrictions on the movements and equipment of the armed forces in Europe during the Cold War. The Treaty was signed by some countries, especially Russia, at the OSCE Summit in Istanbul in 1999. Russia officially announced its withdrawal from CFE in November 2023. Thereupon, the U.S. and NATO announced that they were suspending their obligations. Türkiye, on the other hand, regretted the U.S. decision and called on the parties to return to the agreement. Türkiye also withdrew from the Treaty following the recently increasing tension. The relevant Presidential Decree was published in the 5 April issue of the Official Gazette, effective 8 April. The Treaty set equal maximum limits for each bloc on key armaments essential for conducting surprise attacks and initiating large-scale offensive operations.

Turkiye's F-16 Viper Modernisation to be Divided by Two
Turkiye’s F-16 Modernisation programme with the U.S. is currently on the discussion table. Two institutions will share the workload to upgrade 79 F-16 jet to Block 70 level. Turkiye holds two separate modernisation programmes for F-16 fleet. Turkish indigenous modernisation programme Özgür will be carried out at Turkish Aerospace (TUSAŞ) facilities. The second modernisation programme will be carried out with U.S. components. In a significant development, Turkish-U.S. relations reached a new milestone in February 2024. Congress approved Turkiye’s request to acquire two fleets of brand-new F-16 Viper jets and upgrade 79 F-16 aircraft with modernisation kits which will be obtained from the United States. The inclusion of the Northrop Grumman AN/APG-83 SABR AESA radar, also used in F-35A aircraft, in this modernisation programme is a testament to the technology being employed. According to the current Government to Government negotiations, Turkiye’s modernisation workload will be completed as in previous modernisation programmes. As a result of former upgrades, the Turkish Air Force has no F-16 Block 30. They have all been upgraded to the Block 40 level. Current negotiations foresee the division according to the blocks. The upgrade programme will not require sharing the workload on the same aircraft. In this sense, F-16 block 40 and 50s will be upgraded at the Turkish Defence Ministry’s Eskişehir 1st Air Maintenance Factory Directorate. The directory is also known by its former name, 1st Air Supply and Maintenance Centre Command, while F-16 Block 50+ aircraft will be upgraded at Turkish Aerospace (TUSAŞ) facilities.

Turkish Defence Ministry (MOD) stated that ASELSAN's Portable Electronic Attack System (MILKAR) inspection and acceptance activities have been completed. Press Advisor of the Ministry of National Defence announced at today's press conference that the Turkish Land Forces Command had completed various amounts of Portable Electronic Attack Systems (MILKAR) after completing inspection and acceptance activities. MILKAR ensures the protection of the team and convoy protection by preventing the detonation of Radio Frequency Controlled Improvised Explosive Devices (RFIED) devices by jamming and similar methods.

Incirlik Becomes a Combat Base
The Ministry of Defence announced that the 10th Tanker Base Command has been renamed to the 10th Main Jet Base Command, aligning with the evolving needs of the Turkish Air Force. Admiral Zeki Aktürk, Press Advisor of the Turkish Defence Ministry (MOD), stated at today’s press conference that “The name of the 10th Tanker Base Command located in Incirlik/Adana has been changed to ‘10th Main Jet Base Command’ in line with the needs of our Air Force.” Incirlik Air Base was opened for use in 1951. There are military aircraft of the Turkish Air Force and the US Air Force within the base. Royal Air Force also benefits from the facilities at the base. The Turkish Air Force classifies bases as ‘main jet’, ‘main transportation’, and ‘tanker base’. Incirlik was called ‘Tanker Base Command’ until today. The 152nd Fleet, located in Merzifon Air Base, was moved to Incirlik in recent years. With the assignment of a combat fleet to Incirlik, this place left the ‘Tanker Base’ category and became the ‘Main Jet Base’.
